For me, the worst time of the year is August as it is crowded and the accommodation prices are high.

Okay, is winter the best time to visit Lisbon? Technically, it is not, but is this the best time to visit Lisbon?
I say yes, as Lisbon’s winters are mild, with daytime temperatures reaching around 59°F (15°C) and 61°F (16°C) in December and January.
You can enjoy mild weather with sunrises around 7 AM and 8 AM and sunsets around 5 PM and 6 PM.
November and December are the rainiest months, and it is recommended that you wear comfortable footwear with strong grip soles to walk the slippery cobblestone streets.
The best part is that you can find accommodation for far less than during the warmer months.
Spring in Lisbon
The best time to go to Lisbon is spring, as Lisbon’s temperatures rise in spring, but pleasant weather allows you to explore the charming streets and outdoor cafes.
The daytime temperatures in March climb to 63°F (17°C), while from April to May, it reaches highs of 68°F (20°C) and 73°F (23°C).
Sunsets are extending evening hours later, from 7:30 PM to 8:30 PM. Hence, you can stroll along the waterfront or enjoy a romantic meal with views of the Tagus River.
Summer in Lisbon
Summer is the best time of the year to visit Lisbon if you love the outdoors and an ideal time to explore Lisbon’s beaches. The hottest month is from June to August, with temperatures reaching 77°F (25°C) and 82°F (28°C).
During the warm season, you can expect highs of 86°F (30°C) or more. It is the peak season, and Lisbon comes alive with outdoor events, concerts, and festivals. The sunset is from 9 PM to 9:30 PM, with balmy evenings.
It is the perfect time to enjoy seafood dinners or a sunset cruise.
Fall in Lisbon
Autumn is also one of the best seasons to visit Lisbon if you want a refreshing change.
Autumn in Lisbon still provides sunshine with cooler temperatures, and September retains warmth for a day trip.
Daytime temperatures reach 77°F (25°C), while in October, they dip notably to 72°F (22°C). Temperatures start cooling in November, welcoming the festive season at around 64°F (18°C).
The days grow shorter, and the sunset times start earlier, around 6:30 PM. By the end of November, the peak tourist season has passed, leaving a golden hue over the city.

August is peak tourist season. Many locals leave the city for the Algarve or the countryside, making local areas quieter while tourist spots are bustling. If you can only travel in August, you’ll still enjoy Lisbon, but consider other months for a more relaxed experience and lower hotel rates.

September offers warm temperatures, fewer crowds, and lower accommodation costs than August.
The sea temperature is also at its peak (around 19ºC / 66ºF). Every Sunday, Lisbon’s parks host the OutJazz festival, which features jazz, funk, and soul in a picnic-friendly atmosphere.

I recommend visiting in the shoulder and low seasons for reasonable hotel rates in Lisbon. The shoulder season is spring and fall and remains a fantastic visiting time.
Enjoy outdoor activities with fewer people than the summer crowds typically found in the main tourist areas. This is a time to find great hotel deals and enjoy a great restaurant meal.

I recommend Spring and Fall for solo travels as the weather is pleasant and mild. The crowds are smaller compared to the peak summer months.
